Illinois Treatment and Detention Facility Upholds CARF Accreditation Standards

The program became the first civil commitment treatment facility for sexually violent persons to gain CARF International accreditation in 2005 and continues status following a recent survey.

For over twenty years, Liberty Healthcare Corporation (Liberty) has contracted with the Illinois Department of Human Services (DHS) to operate the Illinois Treatment and Detention Facility (TDF), an inpatient treatment program for civilly committed sexually violent persons (SVPs). The mission of the TDF is to provide efficient and effective sex offense-specific treatment services to persons detained and civilly committed under the Illinois sexually violent person law, with the goal of safe community re-integration. Liberty manages the clinical program and provides the clinical staff responsible for all treatment and mental health programming for the 500+ facility residents.

In 2005, Liberty worked with the DHS to enable the TDF to become accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF International), becoming the first program of its kind to achieve this certification. To earn CARF accreditation, a provider has sufficiently demonstrated its conformance to the standards (CARF). This non-profit organization surveys aging services, behavioral health, child and youth services, employment and youth services, vision rehabilitation services, medical rehabilitation, and opioid treatment programs. The TDF is listed as a provider on the CARF website as a behavioral health residential treatment for adults.

In the most recent survey summary, CARF International found the Illinois Department of Human Services, Treatment and Detention Facility as an organization that is diligent in its efforts to provide person-centered quality services. According to the report, “the executive team demonstrates competency and compassion in managing the organization. Staff members demonstrate a commitment to providing excellent services and support residents, making positive changes in their lives.” The report also mentions that despite the challenges of the COVID-19 pandemic, staff members remained committed to providing excellent services and support through resident quarantines. Based on the findings from the survey, the TDF earned a three-year accreditation from CARF International, keeping its status since 2005, and by the renewal date in 2024, the TDF program provided by Liberty, in contract with the DHS, will have achieved 19 years of CARF accreditation.
